Are emergency phones required for a two-story elevator?

here in Australia (with the later lift codes) not only do you have them they have to be auto dialling....and no handset...i.e. just a button on the operating panel.

YES THEY DO. ACCORDING TO ADA CODE ANY TYPE OF LIFT OR ELEVATOR ARE REQUIRED TO HAVE ONE.IT HAS TO HAVE A MOMENTARY PUSHBUTTON WITH AN AUTO DIALER AND RECORDED MESSAGE OR CALLER ID FUNCTION TO LOCATE WHERE THE CALL ORIGINATED.
