Does anyone know of what material hand rail covers are made and by what process they are maufactured? Do the escalator people make them internally, or are the custom produced by outside manufacturers/

Escalator handrails are generally made of layers of cotton and rubber with an external rubber layer. The cotton, on more modern units is being superceded by a synthetic material.
