Theories are the building blocks of any serious science, and there are numerous ways to construct and verify them. You should consult an introductory book on methodology or even philosophy of science to learn more about the way deduction and induction can lead to theory building. However, you may want to to ask a more specific question, such as 'what are the origins of (working) psychological theories?', which warrant a more specific answer.
