Hugo Münsterberg is considered the father of I-O psychology. See his tests in CHP Documents.

I honestly know almost nothing about this topic. A quick web search, however, brought up a couple of interesting-looking sites:http://gilbrethnetwork.tripod.com/bio.html

There were several otehrs as well. Follow up the references you find there. Although I don't know about the gilbreths' I notice that they were associates of FW Taylor, about which there is TONS of history written.
