He wasn't, if you mean a formal canonization ceremony (or else there is no known surviving historical record of the ceremony), but he has been acclaimed and venerated as a saint by the whole Church since at least a few years after his death in about 95 AD.

Why would anyone ask ''when'' a saint of the New Testament was declared a saint by the Church?
