Who makes (maufactures) the Pope's Mitre (hat)? The Queen of England has official taylors, et cetera. Does the Pope?

I couldn't care less about who makes the Miters for John Paul II, or is there a hidden intention on the question?

Who made Wiston Churchill's hats, or Chirac's or Berlusconi's or Bush's for that matter... What will the world and the Church gain with this information?

Gammarelli, a tailor shop in Rome has been providing vestments and ecclesiastical clothing for Popes and Cardinals for more than 200 years.

While Gammarelli has an exclusive commission to make the Pope's clothes (i.e. his cassocks) they do not make his liturgical vestments, at least not all of them. Various manufacturers make his vestments. So, it would depend on which mitre you were interested in to know who made it.
