try anime-source.com and then go to search it in the anime release you should find it there....and this website http://shinsen- bt.dyndns.org/

There are two websites where you can get some torrents for Tactics. They are http://www.baka-updates.com/ and http://www.point- blank.cc:6969/?sort=12 . With both of them combined you should be able to get episodes 3 up until 15, which was just released. Good luck.
