If you're not behind a firewall/router, Bittorrent can be pretty fast. If you are behind a firewall, and you can't forward any ports, you'll probably want to either find sites to download from directly or through IRC. If you're looking for recent fan-subs, I reccomend IRC because most fan-sub groups have high-speed bots on their channels that you download from even you are behind a firewall, the downside is that they may not carry what you're looking for. A few fansub groups even have a special webpage from which you can download direct eps as well. As for websites, since you didn't specify any particular anime, it's pretty hard to suggest a site. There's no one or two sites that you can find everything on unless you're willing to use Bittorrent.
