I am trying to take the mpeg file from a vcd and convert into a avi file to encode it to a dvd format with cucumsoft avi to dvd and then use either ifo edit or tmpeg encoder. I have vcdgear and ifobuster but i can't seem to pull the mpeg to be able to be able to convert it to an avi file.

If all you desire is to convert it DVD format then I suggest you use Honestech's Encoder - you will skip the step of having to re-encode the video twice. If you do plan on editing the video you can try out their Video Editor available from:

It's not really necessary to re-encode VCD video to make a DVD out of it. You will have to convert the audio from 44 MHz to 48 MHz, though. There is a guide at http://www.dvdrhelp.com on doing this. You will need to find a DVD authoring program that accepts MPEG-1 video. Many authoring programs do not allow MPEG-1 video, although they should because the specificiations allow for it. Converting MPEG-1-> AVI -> MPEG-2 is not going to give you very good quality. If you insist on doing something like this, you can use TMPGenc (http://www.tmpgenc.net) to convert MPEG-1 video to MPEG-2, but the final result won't be pretty. All MPEG video formats are lossy and converting from one lossy format to another will reduce the quality of your video.
