If you have a disc that has physical damage such as scratches or nicks, then you can try a CD scratch remover kit. For severe physical damage, there really isn't a whole lot that can be done.

If you can still read the disc, try a CD copy/clone program that has the ability to do error correction, and a good quality CD drive. Check places like www.afterdawn.com for forums on CD copying. You may be able to get some of the video back.

321 Studios made a product called CDXRescue that can sometimes extract information from damaged CDs. I used it to copy an audio CD that no other tool could salvage. You can still buy a copy at http://www.jambalyabrands.com/closeout.asp If you don't want to pay for something to use, you can try Brian's suggestion. Also, do a web search on VCDGear. VCDGear is free and you can try it to see if it can read your disc and extract the data from it, but it probably won't work very well. CDXRescue is really your best option to recover damaged CDs.
