"Say wha" is an attempt to mimic African-American dialect. It can be translated as "What did you say?"

Teeheehee" is an attempt to mimic the sound of a giggle. It was introduced in the comic book "Li'l Audrey" on November 3, 1952.

Neither phrase contains an idea. Both phrases indicate that the writer has a level of intelligence that is well below normal.
