I think using ladder logic is a great idea for running a model railroad. PLCs unfortunately don't communicate with computers sending commands through DCC. I/O for PLCs is expensive - after all, PLCs are usually designed for some sort of industrial application.

So while ladder logic would be a great way to program running trains, PLCs themselves aren't a cost effective way to run a model railroad.
