First you have to find a server, if you want a free one you should try:

My favorite is angelfire, thats the one I started out on and I like it the best.

They can walk you through the beginning processes. If you really want to get into it you are going to have to learn basic HTML and then go into advanced.

Then you just make a layout, using paintshop pro or adobe, or find a free layout. The rest is up to you, find pics upload them and write information. Its easy once you get the hang of it. I've been making websites for about 4 years. Best thing is to learn from other sites, dont steal anything, but just to get ideas and understand how they put theres together. Look at the code of a website by right clicking and clicking on View Source, look and see what code does what and if you change it a little; how it affects it. Thats the best way to learn.
