What is the meaning of "Nemo me impune lacessit" both as Poe meant it and how it it used today

No one provokes me with impunity. Revenge for dishonor and stuff like that. This was a honor code for a wannabe "noble" who killed someone and then let someone else take the fall in a novel by Wiiliam Godwin that poe reviewed. How is it used today? Politics? The mob? The motto is a traditional family guiding principle for honor, pride and getting even.
