If you're certain that your DVD player can play a VCD, then you may have not authored the VCD correctly. Check to make sure your program is making VCDs correctly.

Also, if you have a store-bought VCD, does it play ok?

Look up your DVD player at http://www.dvdrhelp.com in the DVD Player list and see if it has problems with CD-R media. Some older players or Asian produced players may not support CD-R media at all. You can try burning to CD-RW as sometimes DVD players that don't support CD-R media will sometimes play VCD burned to CD-RW. I generally recommend people avoid burning to cheap, no name brand CD-Rs and stick to name brands for better results. I have read about people who have bought DVD players in various Asian countries and sometimes the manufacturers deliberately don't support CD-R/W media just to discourage VCD piracy.
