CAN A BAPTISED CATHOLIC THAT IS MARRIED IN THE CHURCH AND THEN DIVORCED AND REMARRIED AGAIN OUTSIDE OF THE CHURCH WITH NO ANNULMENT AND AGAIN DIVORCED bUT CONTINUES TO HAVE BABIES (3 FROM 3 DIFFERENT MEN WITH NO MARRIAGE INVOLVED) RECEIVE THE SACRAMENT OF CONFIRMATION?

Canon 889 §1 Every baptised person who is not confirmed, and only such a person, is capable of receiving confirmation.

§2 Apart from the danger of death, to receive confirmation lawfully a person who has the use of reason must be suitably instructed, properly disposed and able to renew the baptismal promises.

Is this person suitably instructed, properly disposed, and able to renew the baptismal promises? Nothing in your description would preclude absolution via sacramental confession.
