greenspun.com : LUSENET : Vietnamese American Society : One Thread

Ðặng Hồng, New Zealand

UN refugee agency ‘extremely concerned’ at reported unrest in central Viet Nam http://www.un.org/apps/news/story.asp?NewsID=10415&Cr=viet 16 April 2004 – The United Nations refugee agency today voiced “extreme concern” about reports this week of renewed unrest in Viet Nam's Central Highlands and strongly urged neighbouring Cambodia to ensure that any refugees fleeing the area be given access to protection.

“Although we have no way of confirming the reports, we are very aware of the possibility that some people may try to seek protection in neighbouring Cambodia,” Ron Redmond, a spokesman for the UN High Commissioner for Refugees (UNHCR), told a press briefing in Geneva, noting that Cambodian authorities had ordered the agency to close its office on the border.

UNHCR established its office in Ratanakiri in early 2001 to help hundreds of Montagnards, as the highlanders are known, who were then arriving from Viet Nam. In all, some 900 Montagnards passed through Ratanakiri and another camp at Mondolkiri. Both sites were effectively closed in late 2001, but the agency continued to maintain a standby office in Ratanakiri until last weekend.

“We still expect we will have access to the region in the event of further arrivals. At this stage, however, we have no indication of any newcomers at the border since the reported recent unrest,” Mr. Redmond said. ********************************************************************* Lip Service Vietnam's guarantees of religious freedom are not fooling anybody. By Jeff M. Sellers | posted 04/06/2004

http://www.christianitytoday.com/ct/2004/004/22.95.html

In four villages in Vietnam's Lai Chau Province a few weeks before Christmas, 19 police agents destroyed house churches belonging to ethnic Hmong Christians. Freedom House's Center for Religious Freedom also reported that high-level authorities in the northwestern province threatened to "kill all Christian leaders."

The threats, according to the center, come after a year in which police beat to death three Hmong Christians. Among them was the 10- year-old child of a church leader.

Center director Nina Shea reports that human-rights abuses in Vietnam worsened in the past year. Vietnam's constitutional guarantee of religious freedom comes with excessive fines, surveillance, raids, torture, and church closings for religious bodies that do not submit to its extreme controls.

As Shea noted in congressional testimony last October, the Communist controls explain "why advocates of freedom of speech and freedom of religion are arrested for such vague offenses as 'inciting social disorder,' 'disrupting national unity,' and 'violating Vietnamese values and traditions.' "

Some 15,000 Hmong Christians from northwest provinces have fled to the Central Highlands in the past six years. There they found relative safety until a peaceful protest—or an "uprising," according to some sources—by numerous tribal groups in February 2001 led to a government crackdown. Troops uprooted Hmong highlanders and forced them into desolate lands. Authorities continue to use the protest as a pretext for raiding house churches.

The government campaign against unregistered house churches endangers more than 250,000 Hmong and other tribal (Montagnard) Christians. By contrast, in 2001 the government granted official recognition to—and clamped tight controls on—the Southern Evangelical Church of Vietnam, which represents about two-thirds of the country's 1.1 million evangelicals.

Including 5.2 million Catholics and other denominations, according to Operation World, Christians overall number 6.5 million, more than 8 percent of Vietnam's population.

Persecution is not limited to outlying areas. Police without a warrant last August raided a prayer meeting in the home of Pastor Bui Van Ba, general secretary of the Full Gospel House Church organization in Ho Chi Minh City.

The authorities beat Ba and others, violently shoved his wife around until she passed out from chest injuries, and bashed another pastor's head against a concrete wall—butit was Ba who was arrested for "resisting an officer doing his duty."

Suggested Action

Rights groups have urged the State Department to designate Vietnam as a Country of Particular Concern (CPC). That could lead to economic sanctions.

But Robert Seiple, former ambassador at large for international religious freedom, says "There's nothing to be gained by embarrassing the Vietnamese publicly, or by forcing them to shut down their human-rights dialogue with us because they've been embarrassed."

Seiple says Christians should urge their elected representatives to keep religious freedom on the agenda in all U.S. talks with Vietnamese officials. Thus U.S. officials must convey that the issue is not going to go away and must be resolved for Vietnam to have profitable international relations.

"We have to be persistent and consistent in terms of the talking points and agenda," Seiple says. "The dripping water will someday erode the rock, and all of us need to be part of that constant drip."

As part of that effort, politely request information about what steps Vietnam is taking to ensure religious freedom: H. E. Nguyen Tam Chien, Ambassador of the Socialist Republic of Vietnam to the U.S.A., 1233 20th Street N.W., Suite 400, Washington, DC 20036 (Fax: 202.861.0917).

Additionally, notify the Vietnamese tourism minister that you will not be visiting Vietnam until religious rights are honored there: (Mrs.) Vo Thi Than, Director General, Vietnam National Administration of Tourism, 80 Quan Su St., Hoan Kiem Dist., Hanoi, Vietnam (Fax: 011.84.4.9424115).

Pray for registered churches to withstand pressures to compromise their faith, for protection for unregistered churches, and for pastors and others imprisoned for their belief.

CAMBODIAN KING WANTS VIETNAMESE MONTAGNARDS PROTECTED 2004-04-16

PHNOM PENH—Cambodia’s King Norodom Sihanouk has called for Cambodian and U.N. protection for Vietnamese Montagnards caught in clashes in Vietnam’s Central Highlands this week, RFA reports.

“I call on the Royal Government of Cambodia and the United Nations to protect the Montagnards and not to expel, or let be expelled, from Cambodia, these unfortunates seeking shelter in our home,” King Sihanouk said in a statement.

As clashes erupted over the weekend in Vietnam’s Central Highlands, Cambodian police tightened security along the Cambodian-Vietnamese border to prevent a new deluge of Vietnamese Montagnard refugees.

King Sihanouk’s statement came in response to the tightened border security, which contravenes the Geneva Convention—to which Cambodia is a signatory.

The king’s comments drew support from the Cambodian Center for Human Rights. “I support [the king’s appeal] because we must abide by the convention on refugees that Cambodia has ratified,” Cambodian Center for Human Rights Director Kem Sokha said.

“We must respect it and in order to strictly adhere to it, we must work with the United Nations in order to do something that the United Nations wants and asks us to do, such as having refugee camps,” he said.

Son Tuon, president of the U.S.-based Khmer Kampuchea Krom Federation, also urged the Cambodian government to permit fleeing Montagnards to seek temporary asylum in Cambodia.

Vietnam has meanwhile lifted a travel ban barring foreigners from the Central Highlands, closed off and tightly patrolled since Saturday. Airports in Daklak and Gia Lai provinces have also been reopened to overseas visitors.

On Wednesday, Vietnamese sources told RFA additional troops had been sent to the region. A day later authorities said the situation had returned to normal.

The Vietnamese Foreign Ministry meanwhile rejected charges that protesters had been beaten to death in Buon Ma Thuot and that some had been shot and thrown into a river.

“This is not the first time Human Rights Watch and the [U.S.-based] Montagnard Foundation have produced such ill-willed fabrications. We therefore categorically reject the wrongful information,” spokesman Le Dung said. “I would like to reiterate that all aspects of life in the Central Highlands are normal.”

Human Rights Watch reported that, according to witnesses, many ethnic minority Montagnards were beaten to death in clashes on Sunday with Vietnamese police, though casualty figures are unavailable. But Vietnam’s Foreign Ministry spokesman, Le Dung, denied those allegations.

Since last weekend, dozens, if not hundreds, of Montagnards are missing, Human Rights Watch said.

Montagnards living near Buon Emap in Cu Mgar district, Dak Lak province reported that all of the men in Emap village disappeared the night of April 10. Whether they were arrested or went into hiding is unknown.

Thousands of people took to the streets on Saturday in Buon Ma Thuot for what was expected to be a peaceful Easter prayer—but the gathering turned into a major demonstration against religious repression and land confiscation.

In February 2001, Hanoi crushed a major uprising in the highlands over religious and property rights and has since then kept the area under tight control—with diplomats and reporters required to obtain clearance before visiting. A deluge of refugees fled across the border into Cambodia, with nearly 1,000 accepted into the United States as refugees.

The Cambodian government views Montagnard asylum-seekers as illegal migrants.

In its 2003 report on human rights around the world, the State Department cited “numerous credible reports that groups of Montagnards continued to flee to Cambodia to escape ethnic and religious repression in the Central Highlands. Government officials continued to harass some highland minorities, particularly the Hmong in the northwest provinces and several ethnic groups in the Central Highlands, for practicing their Protestant religion without official approval.”

Human Rights Watch slams Vietnam over "repression" of Montagnards http://www.channelnewsasia.com/stories/afp_asiapacific/view/80082/1/. html

HANOI: Human Rights Watch condemned Vietnam for its "repression" of ethnic minority Christians in the Central Highlands following bloody clashes with security forces, and called for international observers to be given immediate access to the region.

The New York-based organization also urged Cambodia to honor its obligations under the United Nations Refugee Convention and to stop forcing back to Vietnam those Montagnards fleeing the crackdown by the Vietnamese authorities.

"The human rights situation for Montagnards in the Central Highlands has plummeted to a new low," Brad Adams, executive director of the Asia Division of Human Rights Watch, said in a statement.

"Vietnam's policy of repression of Montagnard Christians is only fueling the unrest."

The watchdog said thousands of Montagnards attempted Saturday to enter Buon Ma Thuot, the capital of Dak Lak province, to conduct five days of protests against religious persecution and confiscation of ancestral lands.

Clashes erupted when police used tear gas, electric truncheons, and water cannons to prevent the demonstrators from entering the city, arresting dozens of people, according to Human Rights Watch.

The group said it had received eyewitness reports of protestors being beaten to death by security forces outside Buon Ma Thuot, as well as unconfirmed reports of police casualties.

On Easter Sunday, Montagnards in Gia Lai province demonstrated in many districts near their villages because police blocked them from protesting in the capital, Pleiku, it said, adding that people were beaten and arrested.

"Since last weekend, dozens, if not hundreds, of Montagnards are missing. Many Montagnards did not return to their villages after the demonstrations, knowing that police were there, ready to make arrests," the organization said.

"Others have been arrested and their current whereabouts are unknown. Some may be wounded or dead."

Adams expressed concern that those being held by the police could face torture and mistreatment and urged access for independent observers.

Visits by diplomats and foreign journalists to the impoverished Central Highlands are tightly controlled. On Saturday a delegation of US diplomats were prevented by police from travelling to Buon Ma Thuot by car.

The Vietnamese foreign ministry was not able to provide immediate comment but on Monday denied that people were persecuted for their religious beliefs.

The latest clashes are the first large-scale demonstrations in the region since February 2001 when security forces forcibly broke up protests by more than 20,000 Montagnards, triggering a mass exodus into Cambodia.

According to the watchdog, the Vietnamese government has increased its persecution of Montagnard Christians this year, particularly those thought to be following evangelical "Dega Protestantism," which is outlawed.

Vietnamese security forces clash with Montagnards http://www.taipeitimes.com/News/world/archives/2004/04/15/2003136722

AP , HANOI Thursday, Apr 15, 2004,Page 5 This picture from May 15 last year shows an elderly Hilltribe man in Cu Mgar District in the Vietnamese province of Daklak. Clashes between ethnic minority Protestants, or Montagnards, and security forces in the central highlands have focused the international spotlight on religious freedom in the communist nation. PHOTO: AFP Police and security forces used electric truncheons, water cannons and tear gas while beating and arresting dozens of Christian tribespeople during Easter weekend protests in Vietnam's Central Highlands, a human rights group charged yesterday.

New York-based Human Rights Watch alleged police violently cracked down on thousands of ethnic minority tribespeople -- collectively called Montagnards -- and arrested dozens as they gathered on Saturday in Buon Ma Thuot, the provincial capital of Daklak. Four military tanks were parked along a major highway just kilometers away, it said.

"The human rights situation for Montagnards in the Central Highlands has plummeted to a new low," said Brad Adams, executive director of the Asia division of Human Rights Watch, in a statement. "Vietnam's policy of repression of Montagnard Christians is only fueling the unrest," he said.

The group said it also received witness reports of people being beaten to death or shot during the Easter demonstrations by thousands of Montagnards protesting religious repression and confiscation of their tribal lands in Daklak and Gia Lai provinces.

Many Montagnards are Protestants who follow an evangelical Christian church not sanctioned by the government. Vietnam only recognizes a handful of state-sponsored religions and has repeatedly clashed with dissident Buddhists and Catholics in the past.

The human rights allegations could not be independently confirmed. The area has been sealed off to foreigners, including journalists. Officials in the area have refused to talk about the situation over the phone.

On Monday, Vietnam confirmed major unrest in the area, blaming "extremists" backed by outside instigators. Protesters destroyed public property and fought with local officials, the government said, though it declined to say how many people had been arrested or injured.

Foreign Ministry spokesman Le Dung yesterday denied the rights group's allegations, calling the information "fabricated and exaggerated" with "ill intentions."

Human Rights Watch is calling on Vietnam to open the region to diplomats and international observers and urging neighboring Cambodia to allow refugees to cross the border. Foreign diplomats are also pressuring Vietnam to give them access to the area.

The US embassy has asked that a delegation be allowed to visit the Highlands after representatives on a routine trip were turned back on Saturday by police.

Since the weekend, dozens if not hundreds of Montagnards have gone missing, Human Rights Watch said. Some are believed to have been arrested, while others have gone into hiding.

Three years ago, police crushed similar mass demonstrations in the area, prompting an exodus into Cambodia. Nearly 1,000 Montagnards were later resettled in the US.

Vietnamese officials have blamed the North Carolina-based Montagnard Foundation for organizing the demonstrations. It was founded by former members of a group of anti-communist Montagnard fighters allied with the US during the Vietnam War.

Còn tụi mày sống ở nÆ°á»›c ngoài, nghe những báo đài BBC,...-những lÅ© tÆ° bản căm ghét XHCN, lúc nào cÅ©ng kiếm cá»› gây sá»± vá»›i ta, lẽ nào chúng dám nói sá»± thật: ko có ngÆ°á»i chết, do bá»n phản Ä‘á»™ng nÆ°á»›c ngoài làm??? Sao đầu óc tụi bay ngu si cả má»™t lÅ© thế?

Äó chẳng qua những nÆ°á»›c nhÆ° Mỹ,Anh,... bị dÆ° luận công chúng lên tiếng vá» việc phải bồi thÆ°á»ng thiệt hại chiến tranh cho VN, cÅ©ng giống nhÆ° việc Mỹ bồi thÆ°á»ng thiệt hại do 2 quả bom nguyên tá» gây ra ở Nhật. Mặt khác, chúng ko dám công kích VN, vì sợ dân chúng biểu tình, và sợ lại bị thất bại ê chá» má»™t lần nữa. NhÆ°ng mối thù vá»›i XHCN vẫn ko thể nào cho qua, chúng đành tìm cách tấn công ngầm, khiêu khích, dụ dá»— các dân tá»™c thiểu số- những con ngÆ°á»i ít há»c, để lên tiếng nói láo rằng "VN đàn áp dân tá»™c thiểu số","VN ko có dân chủ". Trên Ä‘á»i này, tuy rằng chỉ có 3 nÆ°á»›c XHCN: Việt Nam, TQ, Cuba- má»™t con số nhá» so vá»›i các nÆ°á»›c thuá»™c TBCN, nhÆ°ng chúng cÅ©ng đã tìm má»i cách nhằm thủ tiêu CNXH, cho TBCN là chủ nghÄ©a duy nhất trên thế giá»›i!

Anh chỉ cần trả lá»i CÓ hay KHÔNG thôi. Qua đó ngÆ°á»i ta có thể đánh giá vá» sá»± thành thật của anh.
