You need bittorrent to download the files (and you need to register before that to download them [registration is free]), but aside from that, all the Kenshin episodes are on this site. Individual episodes are .ogm files of about 200 MB in size, which is very high quality.

I love that site, since I don't use BT either. It has some other eps like hellsing and inuyasha, and full movies too. I think it's great!
