Since BOTH mangas are licensed by VIZ for america release, so all english scanslation "stopped" or "removed" from their site. You don't want to have some copyright lawyer on your back 24/7. I know that fruity explosive are still releasing PoT by Irc (they have chapter 195 and after I think). You are pretty late for Hikaru, your best luck will be on bittorrent or irc.
