If you look at a history of psychology textbook, it will give you some clues. For example, we conclude that psychology became a separate discipline when (1) laboratories were established, leading to (2) the emergence of specialty journals; and when (3) degree programs and (4) professorships emerged, requiring (5) the publication of textbooks and leading to (6) the development of departments at the universities. In addition, the word "psychology" became established in the literature. So you can see whether each of these criteria apply to information science.
