VIDEO & AUDIO DOES NOT SYNCHRONISE

I HAVE A VCD CONVERTED FROM TAPE. NOW THE PICTURE IS OK BUT THE SOUND AND VIDEO DOES NOT MATCH. THE SOUND IS DELAYED BY SOME SECONDS. NOW HOW CAN I CORRECT THIS. PLEASE HELP ME.... INDIA

need to get A video converter "main Concept Mpeg Encoder is good" you may be able to find it on a file share database such as kazza etc. firstly you need the audio to be running at around 28,000kps or 38,000kps.. if you have windows movie maker you can import the file and export the file saved as avi or mpeg also the options in save are good as you can select widescreen or Tv mode..then burn your movie file as a VCD using nero.
