I have no idea what you are asking about. I realize that you're from Latvia, so English is not your first language, but your question is so vague that I have no idea what you want to do. http://www.vcdhelp.com has some guides on making VCDs. Maybe something there can help you.

Man, just use FRAPS 2.0.0, It's soooo easy. BUT dont even attempt to record a video in-game unless you have a Pentium 4 at LEAST. Recording a video in a game is a lot of stress on the processor. I've tried it on a Celeron 1.3 Ghz, I got about 3 FPS on Need for Speed Underground while recording, otherwise the FPS is about 20. (On a Ge Force FX 5200), then I tried it on my P4 computer (2.3 Ghz) I got about 8-10 FPS on it (same video card). Also, make sure you have a LOT of disc space. A 5 minute video at 15 FPS is 360 megs.

All I know is that with my Geforce TI4200 I could get lik 25 fps... I switched to my Radeon 9600xt 256MB ..... 8 damn fps... and I can't like do ANYTHING that'll fix it... I enjoy my little movies .. lol but I can switch before from my radeon ... if someone can help please do
