Looking for a post on Catholic Moral Teaching

Several weeks ago, I came upon a post refering to a Papal Letter on moral teachings of the church. I've been trying to find the post but can't come across it.

My limited memory of the post was something to the effect of . . . pointing to an important Papal letter by this pope, which, rather than show Catholic Moral teaching as being restrictive and repressive, it shows our teaching as aspiring toward the summit of who we are as People of God. I'm sure my recollection of the post is not correct, but it did leave me with a different slant on who we are as Catholics.

I'm preparing for a class on "The Dignity of Life" for our RCIA program and I think the reference would be important to share as background. If anyone can help me find the reference, I would appreciate it.
