I have a Pioneer VS55 player and I'd like to play a VCD that is in English with a Cantonese voiceover at playback. How do I disable the Cantonese voiceover?

You can't. Voice overs are part of the audio soundtrack and they can't be removed. Sorry. If your VCD has English on one channel and Cantonese on the other, you can set your DVD player or receiver to only play the channel you want, but if you truly have a voiceover, there is nothing you can do.
