Ok brotha, you need 3 basic tools, extremely easy and extrememly fast.

VCDgear DVD2AVI TMPGENC

1. Rip the MPEG onto your computer using VCDGEAR (mpeg to mpeg) Put it somewhere kick like the desktop or a predesignated folder on you HDD

2. When done, Open up DVD2AVI, Select the file from the folder or destination you put it in, (you might have to select "all files" it might not recognize it)Go to Save Project and you will have a D2v file and an audio file when you're done

3. Open up TMPGENC and go to Video CD Select the d2v file for the video file and the audio file made from the original source. Go down to where it says Aspect ratio and pick 4:3 525 line (NTSC, 704x480) and continue, name the output file something youll remember, convert, and voila, SVCD to VCD

This may not be the easiest way, but this is how i do it, and it is always flawless, if you have anymore questions email me thanks
