No. Sounds like an anglicized version of Robert Burns, but I could be stupidly wrong.

Well I was right about it being a Scot. Sir Walter Scott in "Marmion". Close to Poe's time. For future reference these things are easy to find online at Bartleby's with links to such things as Bartlett's Quotations at which site the citation can be quickly found with some funny later variations by Ogden Nash and others.
