I saw some website selling 2 in 1 and 3 in 1 movies with NTSC Region are those Legal and saw some on ebay too!

There is almost zero chance that they are legal. If you buy any, I suggest you buy in very small quantities such as 2 or 3 at a time if you live in the USA. The more you buy at once, the more likely US Customs may get interested in your shipment. If they seize it as bootleg material, you won't get it back.

They are obviously not legal. There have NEVER been a release of any DVD or VideoCD that has 2 movies in one DVD or VCD. Only the pirates do that.

However if you are refering to Box Sets, then you might still want to check authenticity as there are alot of pirated box sets as well.
