The DWORD Value is actually SupressNameChecks and it goes here for Outlook XP:HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\10.0\Outlook\Security
and here for Outlook 2000:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\9.0\Outlook\Security
However, using SupressNameChecks will cause problems for recipients of signed messages who then try to store the encryption certificate in a Contacts item. If the recipients do not have SupressNameChecks turned ON they will get an error message when they try to store the encryption certificate and will not be able to send an encrypted message back due to the email address mismatch.
