Parking Meter Problem

This morning I was unable to park at the normal metered parking spot on Nelson because there was a sign covering the meter stating that there was going to be a crane there this week. I pulled around the corner and parked at a metered spot (meter number 103606N) on Quincy, behind the bank. I put $4.50 into the meter, It was still dark (5:50am) and the meter did not light up when the money was deposited. I waited until it got lighter and noticed the word FAIL on the LCD of the meter. I moved back a spot and deposited another $4.50.
