I need to know how to create DVCD ( Double Video CD )

The problem with this is that DVCD is not a standard. As best I can determine, DVCD simply uses 90 or 99 minute CD-Rs but standard VCD files. If you have a CD-R burner that can burn 99 minute CD-Rs (most can not), you can fit some movies on one CD-R. Of course, that assumes that the film is less than 99 minutes long. You can also get more movie on a CD-R by dropping the bit rate of the video stream, but you will lower quality by doing this and technically that does violate VCD standards, although most players will play the discs.
