Tool to change resolution on MPEG or VCD

Is there a tool thatll convert file to have a new lower res, i wanna change some of my VCDs to lower res i.e. 320x240

Also can VCDs have DVD style intro screens??? and if so how do u create them???

TMPGenc can change the resolution. You do realize that 320x240 is not valid for VCD don't you? Your DVD player may play it anyway, but it's not valid. Using a lower resolution could cause playback problems. VCDs do not support the kind of sophisticated menus you see on DVDs. You can make cheap looking text menus without pictures and that is all. Menus are created by your authoring program. Nero (http://www.ahead.de) and other programs can do them.
