scanning full frame negative images

I'm not getting full frame negative scans with my prime film 1800u. Specs show actual span size for this machine to be less than 24"x36". Which low priced film scanners would you recommend that will give true full frame image, with no negative info deleted? How can you find out before purchasing whether machine gives full frame? I have been considering the low cost Minolta Dimages, II ( discontinued ) and III as well as HP Photosmart S20 xi, whose price has greatly diminished since its been discontinued. ( As I'm using maninly for proofing and on net I don't need a high priced negative scanner but as I rarely crop this Prime Film machine has been difficult to use.)

At the newspaper i used to work for we used a Nikkon CoolScarn 300. Not too expensive and gets great full frame scans.
