Start a VCD session in Nero and drag and drop your JPGs into it. If you are lucky, what burns will play in your VCD player. This assumes that your VCD player supports burnable media. Nero does not make truly compliant VCDs, so some DVD players are known to refuse to play these discs. If your VCD player refuses to play it, download VCDeasy from http://www.vcdeasy.org and make a photo VCD with it as VCDeasy does make truly compliant photo VCDs, but it's a lot more complicated and time consuming to use than Nero. I don't recommend using CD Creator. There are guides to making photo VCDs at http://www.vcdhelp.com.
