Uh, a while ago I heard something about a second season of Outlaw Star... am I hearing things???

Yes, you are. Actually, Outlaw Star was not a "season" as you said. It is like Trigun, it was a "one-time-shot", and was never meant to have a "second season". Both have shut-down production. You can usually tell if there is a "second season" by looking to see if there is an OVA to the series. If there is (like Samuari X is for Rurouni Kenshin), there ususally is more than one "season". If there is not (Outlaw Star), there will never be more episodes. Hope this answered your question!
