In theory, there should be no difference if the same source is recorded on the same card at the same bit rate but on a different PC. However, does your card do hardware or software encoding? If it does software like all of ATI's cards, you can have issues with high bit rates. For example, if you recorded in VCD format, it's going to be identical. If you try to record at 720x480 and 4 Mbps for DVD, this is going to put a lot of demand on your CPU and a system with a smaller CPU might drop frames, which will negatively influence quality. If your capture card does hardware encoding, like Dazzle, the results should be the same. The final output will not be sharper or better from PC to PC, but various factors can influence the final result of real time software encoding and can cause one PC to drop frames and the other to not, thus influencing the final result.
