was there an actual study done comparing black and white kid's IQ, if so, where can it be found and the author/'s name.

Not merely one study, but many. For an introduction to the issues, read section 16, American Psychology's Social Agenda: The Issue of Race, in Ludy T. Benjamin (Ed.), A History of Psychology: Original Sources and Contemporary Research, 2nd edition (McGraw-Hill, 1997). You should also be able to find lots of information in any encyclopedia of psychology, under "race" or "intelligence" or both. Another excellent source is Robert V. Guthrie's history, Even the Rat Was White, 2nd ed. (Allyn & Bacon, 1998). Guthrie's was the first history of this sort, and it is full of interesting information.
