Determining Demand in Car Locations

I was wondering how demand for a certain location is determined. For example in Washington Square Brookline, the cars are used frequently. The usage only determines what is 'used' but does not measure those that would have used a car location if it were available. For example having a wait list would better determine the demand.

Kathy, I asked a bunch of neighbors if they would be interested to email info@zipcar.com. A zipcar space (and vehicle) appeared nearby in a couple of months, and I used it, as did a few others, but apparently, very few others, as it got pulled after 9 months of unprofitably low useage.
