Pair with "The Imp of the pervserse" and "The Tell-Tale Heart". Vaguely contemporaneous with no hint of past or faraway location. Halway through while telling of the violence induced by drink, he discusses the theme of perverseness whereupon he actively and stupidly engages on a series of attitudes and actions toward his self-destruction(not just blind rage). In that he becomes like the self defeating argument in "The Raven" spiralling down to the climax of his own defeat. Self-fulfilling destiny. That he kills the wife never speaksof too lovingly or beats on his other pets is inconsequential. The horror of the progression, the descent to his fate on the gallows is what occupies him. He protests his sanity in order to preserve that experience, the only reality he stands for, even if it means the gallows. carving out the cat's eye leaves one "evil eye" similar to the one eyed victim in "THe Tell-Tale Heart." It also is a witch's sign. He remembers his wife superstituiously dreading th legend of cats being witches. The idea of an anomalous curse is something he traps himself into and fulfills by his acts of fighting and hiding it. In all things, drink, blind rage or the cat he denies personal responsibility for anything but the initial vice of the bottle and wallows in the awe and horror.

I think that the prupose of the story is to convey his [Poe] feelings. His wife Virginia Clemm died, along with many other people he loved, of Tuberculosis. The cat symbolizes Wirginia in the aspect that she keeps returning to haunt him. Perhps she lingers in his mind so the cat keeps returning like a memory. As for the time period and location, im not sure about the time but you could find that on google but i think he wrote this [or was based in] England. Im kinda taking a wild guess but thats my opinion. :)
