I'm wondering what the best video editing software (for under $200) is for making (s)vcds on my windows ME pc? I'm particularly concerned about audio synchronization, high resolution video and having multiple audio tracks. thanks...

Ulead Media Studio Pro is cheaper than Premiere, but still over the $200. Try Ulead Video Studio.
