VCD quality poor & during playback can't fast forward, picture quality bad, burning prob. or software or encoder?

I had a problem with VCD converting. Firstly, when the AVI file being convert to MPEG-1 the quality during preview will look very nice on screen, but after burning to CD-R, the quality drop drastically, some 352 x 288 pixel resolution. I wonder why this happens? As i heard that it might be due to burning speed is a problem or maybe the software that i use to burn the CD, i tried these softwares, B's Clip Burning Rom & Nero 5.0 Burning Rom, whereas the encoder of the AVI file, i used the software MGI Video Wave 5 supplied by the hardward of DV movie Kit. What it makes the VCD turns into such bad quality, as i know it shouldn't be that bad, i tried downloading the software TMPG Enc but it doesn't get to install in a proper way. I'm very ashamed that i wasted around 10 CD-R discs in making this process. I hope that someone can help me to solve this problem. I dunno whether it's the burning speed, the hardware, the i-Link network data transfer cable, or the software or something else. Anyway thanks for your kindness in helping me to sort this problem.
