Propogating paperwhites

Okay, well I see all these recomendations to toss bulbs after blooming...some who say leave them in the ground. My question is this.....if we toss them all, then where do new ones come from? My paperwhites are nearly done and I am noticing these tiny bulbil type things swelling under each flower. Are these bulbils? Do we save them and plant them or what? Also, most every tulip I have comes back each year here (Seattle). And, the amaryllis....make seeds when they are done....I've been told to harvest them, soak them in water until they float to the top and germinate, then plant. Anyone know anything about this?Thanks! Susi
