My husband has been out of work for quit some time and I am supporting the family. My mother is helping with some of our bills and giving us free rent in a home she owns. I want to give zakat, what is the proper way of figuring the zakat?

Also, is zakat obligatory when I owe my mother, this is what is complicating the matter for me. Does family come first?
