I am just learning how to use Nero 5.5 but it is not obvious to me if I can add music to a vcd slideshow. A) is it possible? B) if it is, should it be done before, during or after the slideshow burn? C) how do you do it?

get yourself a copy of ulead dvd picture show this software allows you to make dvd`s or vcd slide shows with music taken from mp3 files

It can't be done with Nero. There are some guides to doing it at http://www.vcdhelp.com.
