I have accepted a position to head up the Information Assurance efforts at the CIO for Homeland Defense. I will be working directly for Steve Cooper, Special Assistant to the President for Information Integration.

While this job offers unique challenges, it also offers great opportunities for me and others at DoN-CIO. I will be working with OMB on the transition team to establish government and contractor positions at the new agency. The Homeland Defense CIO has both policy and execution missions. While my immediate interest is with people who have strong IT operational and technical backgrounds, Homeland Defense is also looking for people with generalized managerial and administrative skills.

Mr. Cooper told me that the new organization will be modeled more after private sector organizations than conventional government institutions. They are looking for people that know both process and product, but prefer the latter. He maintains that the new Homeland Defense organization can “make a difference” in both public and private sector Information Technology. He is looking for people that share this vision. He tells me that the Homeland Defense will have the necessary mandates and resources to accomplish this mission.

Obviously, priority must be given to individuals that are subjected to the RIF. However, anyone who is interested in the challenges and career potential offered by Homeland Defense should consider these positions. This includes contractor personnel. If you are interested in positions at Homeland Defense, please send me an electronic copy and a hard copy of your resume. The electronic copy should be sent to “BroghamerJT@mailbridge.net”. The hard copies should be placed on my chair if I am not in the office. For government people, your resume should be in the approved OMB format. The document should contain on the first page: name, address, telephone number, e-mail address, SSN, citizenship, Federal civilian status, veteran’s status, highest civilian grade held, career objective, and experience narrative(s). Your hard copy resume should be no more than two pages, ideally printed on both sides.

We have talented and competent people at DoN-CIO, and everyone deserves the prospect, if they choose, to continue their Federal careers. I will do everything in my power to assist in this effort.
