Er...Short answer, No.

Long answer: THe japanese number system and the U.S number system have been one and the same since FF7 came out in BOTH countries. FF1 came out in both, while FF2 and 3 were released on japan only for the NES (famicom)....FF4, the next FF game, came out for the SNES (super famicom), and was called FF2 in America, since it was the second FF game released in America. FF5, like 2 and 3, was not released in the U.S, so, twhen FF6 came around, It debuted in the States as "FF3".....

Then, Playstation brought the Final Fantasy contract, and released the next FF game as Final Fantasy 7 in both the US, and Japan in 1997.

Final Fantasy 4 is a very interesting game as there were 3 versions released in total....In japan (where it was called FF4), There was an "easytype" and a "hardtype" versions released....As you can tell from the names, one was easy, and one was..well...hard.

In America, the version that was called FF2 was actually a poorly-translated, watered-down easy-type game....

THe ff4 hardtype finally made it's way to the US For playstation (Final Fantasy Chronicles), coupled with Chrono Trigger...and Final Fantasy 5 came to america as part of playstation's Final Fantasy Anthrology (which included FF6 as well). If you want to experience the REAL ff2, Playstation is coming out with a FF1/ff2 combo soon....Or you could just download the ROM...
