Fox says probably so that onbe of the states can file stronger charges. I'm speculating hte Feds took it over initially to ensure there would be no bickering over who got the sniper, only whose laws were best to deal with the crime. Also, another shooting, in Atlanta, has been linked via ballistics.

Both suspects have been moved to Virginia, Muhammad to one county, Malvo to another. Looks as if Virginia has positive proof that Malvo did do at least one of the fatal shootings.

Malvo goes to Fairfax Co. (FBI employee), Muhammad to Prince William Co. (Sunoco station victim).
