Is there a website where I could find a straightforward explanation of the cycle of deprivation? I would like to know who proposed this theory and what the theory entails.

I'm not sure that it qualifies as a theory, but there is one website that discusses the cycle of deprivation in relation to child abuse http://www.scotland.gov.uk/news/2000/11/se2966.asp

you can easily find the information using Google. Start with the exact phrase "cycle of deprivation"
