I have akira the movie and it's a movie file (mpeg). I want to know how to change the format into a wmv (windows media video/audio) format so I can burn it into a vcd. Also I need to know a really good program that can change a rm to any mpeg or wmv file, so I can burn it also onto a vcd.

Go to http://www.vcdhelp.com and read as much as you can. You don't understand VCD at all if you think you need to convert MPEG to WMV to burn it. TINRA can convert RM to MPEG. Do a web search. RM is awful, so don't be surprised if the results of the conversion are too - garbage in, garbage out.
