How does poe use meter in "The city in the sea" and what effects does this create?

The short answer. The music of the mood and the setting. Movement ever do slight, downbeat and balladic melancholy, ending with slow anapests? "Annabel Lee" for example is a sea more emotional, spritely and relentless whereas the Dead Sea here is turgid and stifled,the fixed landscape picture of the drowned city balanced in stasis awaiting a final collpase.
