I know what you're watching, you naughty boy!

The censor is part of the mpeg file and can not be removed. The only way to see through it is to make your eyes go blurry (such as by crossing your eyes). Your brain will actually interpolate information from previous frames and you'll be able to see all of the naughty bits your lecherous eye wishes to see.

Your mileage may vary however, as I've never purchased those kinds of VCDs. Therefore, I don't know how coarse the mosaic censor is.
